Copy PAL DVD

I need to copy a PAL DVD to an NTSC DVD. Which tools do I need? Here's what I have:

DVDFabDecrypter
DVDDecrypter
DVDShrink
WinAVI
AVS Video Converter

It seems that I could rip the DVD to the hard drive, convert it from PAL to NTSC with AVS, and then reauthor the destination DVD. If that sequence is correct, I would like to avoid having to reauthor the DVD.

1. Don't do it. It's nothing but pain - pain leads to fear, fear leads to hatred, and hatred leads you to the dark side of the force.

But seriously - don't - nothing good will come of it...

2. I've heard of techniques or tricks to do so without re-authoring - again, wholly unreliable - may work, most likely won't.

3. The reality is, re-encoding, then reauthoring.

But seriously, don't.

There's good reasons why it's so daunting, and so unpopular.

Can I save any steps along the way? Will AVS or WinAVI convert a PAL VOB to NTSC VOBs?
Well I can only use DVDRebuilder as being suggestive, here. This re-encodes the entire DVD.

It starts off by creating .d2v files (using dgindex, I believe) for all the PGCs. Then use this, plus some avisynth files to run an encoder, like (the freeware) HC or quenc (it also can use procoder or CCE if you own them).

I suspect you want to do a convertfps in your avisynth scripts to chnage framerate between PAL and ntsc.

I'm no true expert on this, though, because I've never done that in anger (ie convert an entire DVD from PAL to ntsc, or vice versa).

If you're determined, I'd do mucho research - and even then, I'd advise against it. But if you're determined, head on over to the doom9 forums - you find comprehensive advice over there.
